By default, Frameworks have security disabled. Before using Framework security you must activate it, see Activate Framework Security.
Once Framework security is active, you should create a user profile with Administrator rights, see Create a Framework Administrator.
You can deploy a Framework with as much or as little pre-existent user information as desired provided the shipped Framework has security enabled and a User Administrator.
