Another possibility is that the desktop users don't have admin rights and are not seeing the TeeChart addon installation prompt.

To resolve this issue

  1. Login in as an administrator to access the install prompt.
  2. Install the TeeChart addon.

Once the TeeChart addon is installed, the regular users can generate graphs.
