ExecuteNonQuery requires an open and available connection

To correct this error the SQL Server Instance must be online and ready for connections. This happens for some of the following reasons:

• SQLCM cannot connect to a SQL Server instance (repository or audited instance). 
• The instance could be down.  
• The user login credentials could be incorrect.
