If you want to show all collections in the Local database, excluding the ones with prefix SURVEY, then you will need to change your main filter to Include All and secondary filter to -SURVEY*. Note the "-" in front of the SURVEY pattern. Also, note that the filter pattern is case-sensitive.

In the following image, we have set the filter to exclude all collections in the Local database. Collections that are prefixed with SURVEY are included. This is similar to the above example where all databases, except the local database, are excluded. Then, there is an Object Folder filter on the Collections folder, which excludes everything except those that start with SURVEY.
