Sizing in the Designer
Content related sizing presents an issue at design time. It works brilliantly if the items have content, but what if there is just an empty panel? Quite reasonably, the algorithms would reduce the size of the control to zero, making it impossible to select in the designer.
To prevent this situation, controls have a minimum design size so that it's always possible to select them.
