The VLF can be used to design and implement applications that use Windows desktop (aka: Win API) or Web browser (aka: HTML5) user interface technology. 

It can also produce applications that are a mixture of these user interface technologies.  

In deciding whether to use Windows desktop or Web browser user interfaces you need to identify the types of end-users you will have and then to balance their different needs with development and deployment costs:
